|---|---|---|---|
| 1 | Dinamarca | 89 | LEYES ESTRICTAS, ALTA TRANSPARENCIA, MEDIOS DE COMUNICACIÓN ACTIVOS, CULTURA DE LA CONFIANZA. LOS REGALOS O VIAJES PAGADOS POR EMPRESAS SE CONSIDERAN COMO COIMA. |
| 2 | Finlandia | 88 | POBLACIÓN SOCIAL FUERTE, BAJO DESIGUALDAD, ALTA ETICA DE LOS FUNCIONARIOS. NO HAY LEY ESPECÍFICA DE CORRUPCIÓN, PERO HAY ARTÍCULOS EN EL CÓDIGO PENAL. |
| 3 | Singapur | 84 | LEY DE PREVENCIÓN DE LA CORRUPCIÓN DE 1960 Y EL BUREAU INDEPENDIENTE DE INVESTIGACIÓN DE PRÁCTICAS DE CORRUPCIÓN (CPIB). NINGUNA INMUNIDAD PARA LOS FUNCIONARIOS DE NINGUNA CATEGORÍA. |
| 4 | Nueva Zelanda | 81 | SISTEMA DE SERVICIOS PÚBLICOS EFICAZ Y RÁPIDO (LICENCIAS EN UN DÍA), LO QUE REDUCE LA POSIBILIDAD DE ABUSOS. CASTIGOS SÚRBITOS PARA TODOS. |
| 5 | Noruega | 81 | SISTEMA DE CONTROL DISTRIBUIDO: DIFERENTES DEPARTAMENTOS RESPONSABLES DE LA AUDITORÍA, ADMINISTRACIÓN Y FINANCIAMIENTO DE POLÍTICAS, CREATANDO UN SISTEMA DE CONTENCIONES. |
Worth mentioning is the worrying trend: the number of countries scoring over 80 points has decreased from 12 to 5 over a decade. Transparency International warns that even in these prosperous states, signs of regression are being observed due to the weakening of independent checks and balances.
Thus, if one is looking for a model for emulation in the fight against corruption, one should look at Denmark and Finland, but it is important to understand that there is no perfect zero even for them.
